Uttapam is a famous South Indian breakfast. It's traditionally made with fermented rice and lentil paste. Its time consuming, there are many variations of it which are quick and easy to make.

Grind the oats and semolina into a fine powder.
In a large bowl, mix the ground oats and semolina, curd, red chilli powder. Ginger paste, asafoetida, cumin seeds.
Add enough water to make a thick paste. Set it aside for 15 minutes.
Add a little water to adjust the consistency.
Add the onions, capsicum and salt. Mix well.
Heat a girdle. Add a little oil.
Take a ladle full of the batter and pour it on to the pan. Spread with the back of the ladle.
Let it cook on medium flame till you see bubbles on top just like in pancakes.
